The European project COLOUR is part of the Citizen-Led Renovation Programme of the European Commission, which promotes the energy renovation of buildings and neighbourhoods led by citizens. COLOUR is the acronym for Creating Community-Led Opportunities for Upscaling Renovation. That is to say: creating opportunities led by communities to scale up renovations.
This project, launched in September 2025 and lasting 40 months, is promoted by a Catalan consortium formed by the Europace Foundation (coordinator), OECOOP, ICAEN and IREC.
The aim is to empower local citizen and energy communities to lead the collective energy renovation of buildings and neighbourhoods, often with the support of municipalities, second-degree cooperatives, Regional Offices for the Promotion of the Energy Transition (OCTEs) or Community Transformation Offices (OTCs).
This project subsidizes 60 free assessments on the subject of energy renovation of buildings. That is; studies of collective actions to increase energy performance, such as:
- Insulation of the surrounding area (walls, roof, floor)
- Replacement of windows
- Installation of technical systems (for example, heating/cooling).
